State Announces New Vice Director for State Civil Defense

The State has selected retired Army National Guard Lt. Col. Doug Mayne as the new Vice Director of Hawaii State Civil Defense.  He is replacing Waimea resident Ed Texeira, who was Vice Director since 2000 and resigned abruptly in October, citing differences over direction in which the State was taking the critical agency.

 

Mayne, who currently lives in Olympia, Washington, retired from the Washington National Guard in 2008. He then took the post of Federal Coordinating Officer for the Department of Homeland Security and Federal Emergency Management Agency Region X, where he led responses to seven disasters in six states during the past four years.

 

In his new position, Mayne will report directly to Maj. Gen. Darryll Wong, state adjutant general and director of state Civil Defense.

 

Mayne worked with the Hawaii Joint Force headquarters staff in 2007 during the annual Makani Pahili disaster response exercise.   He will start the new job in March.
