Park and Rec Worker Safety Improves

Hawai‘i County’s Department of Parks and Recreation has increased workplace safety dramatically, which the Department says  has saved taxpayer money and boosted employee efficiency.   Employee-accident claims dropped 21 percent in calendar year 2011, Deputy Director Clayton Honma announced to parks’ employees recently.   “The safety of our workers is essential for the success of our operation,” Honma said.   The drop in accident claims occurred while the department has faced budgetary and staff reductions, while remaining focused on enhancing the varied recreational programs, services and facilities it provides and maintains island-wide.   A committed…

Good Budget News: No Property Tax Increase!

Mayor Bill Kenoi released his 2012-2013 budget Thursday, as required by the County Charter.  The budget covers the period from July 1, 2012 through June 30 2013.  In good news for property owners in the County, the proposed balanced budget does not call for any increase in property taxes.   The total budget is $365,293,000, a reduction of just over $2 million from the current budget.   Property taxes, the largest revenue source for the County, are expected to fall by $8.8 million, a reduction of 4.2%, and come in at $198,500,000.  The reduction is due…

Council Adds Friday Special Meet

Hawaii County Council Chair Dominic Yagong has announced a special County Council meeting for this Friday,  June 24.  The meeting will be at 9 a.m. at the Hilo County Council Chambers, with videoconferencing at the Waimea and West Hawaii Civic Center County Council offices.  Yagong said the purpose of the meeting is to authorize the County Council to hire an outside attorney to determine whether Hawaii County Corporation Counsel Lincoln Ashida was correct when he said the County Council’s budget amendment setting aside $5.6 million in a special county council expense account was legal.  Ashida…

Some Bus Riders to Pay $1 Fee with New Budget

Hawaii County Council voted Wednesday to institute a $1 fare each way for Hele-On Bus riders starting July 1.  This was one item in Mayor Billy Kenoi’s budget that had some controversy to it.    The Hele-On Bus has been free, countywide, since 2005 under Mayor Harry Kim’s administration.  With this decision, the fare will be charged to all except children under 5, seniors, students, and riders from disabilities.   There will be discount passes — 10 rides for $7.50, or a monthly unlimited pass for $30. The fee is estimated to add $567,000 into the budget.   …

County Council Makes Initial Budget Cuts

Hawaii County Council met Wednesday to discuss the Hawaii County proposed budgets for both operating expenses and capital improvements.   Council members had proposed more than 30 amendments. They ended up approving a sweeping cut of $5.6 million to day-to-day operating expenses proposed by Council Chair Dominic Yagong–which does not list specifics on how to cut, but returns the budget to Mayor Kenoi.  The cuts would have to come in supplies, materials, electricity, fuel, and other daily expenses, which are in the fiscal year budget starting July 1, 2011 at $56 million. County Council Budget Hearings Over for Now

Hawaii County Council’s Finance Committee just finished three days of departmental budget reviews.  They started on Monday with Mayor Billy Kenoi and his finance team talking about both the proposed operating budget of $366 million and the proposed Capital Improvement Budget, of $177 million.   Then the Council members heard from each Department Head and were able to ask them questions.
